Windows 7 signal over range

Hello,
I have a brand new computer, running Windows 7. I cannot get past the 'signal over range' message. I have tried restarting in safe mode, but the same message comes up. What can I do?

Try VGA mode. Press F8 whilst booting and select "Enable VGA Mode".
