Windows 7 Slower HDD speed?

So i installed windows 7 on my laptop , it had windows xp before , i noticed that the my hdd was extremely slow when formatting usb drivers and things like that...i think there's something in windows 7 blocking hdd speed somehow ...in windows xp i used to format an usb in 10secs without quick format and in windows 7 i take 10mins.
 
Well Windows XP formats by default in FAT32 whereas Windows 7 does it in NTFS, not sure but maybe NTFS takes simply a longer time? XP will always feel faster than 7 since it consumes less resources (though Windows 7 will grant a better management of resources to any program you run on it).
 
I use USB Format tool by authorsoft to format usb's and i always use NFTS and i dont use quick format never. And i my laptop's website only have one windows 7 driver , the rest came installed already when i got windows 7
