Question Windows 7 started to show age

my system specs- core 2 duo 775 3.00 ghz with 4 gb ram and 1 tb hard drive . installed win 7 ultimate but after few weeks the system again lags . replaced the cpu, ram and motherboard. done low level format on hard drive . installed new win 7 ultimate. yet from yesterday it still started to lag. Gonna invest in new system . win 7 has started to show age.
