Windows 7 Startup BSOD

Hi! I would like to address an issue with my PC, I need help finding a solution. I am writing this in safe mode, as I cannot access Windows 7 normally without a BSOD (STOP: 0x0000007e). >.< For some odd reason, System Restore isn't working either. (The data is invalid: 0x8007000d, followed by Catastrophic Failure 0x8000FFFF). It has been like this for quite some time and I would like some help.
- (The Windows 7 install disc also doesn't seem to "repair" this issue.)

AMD Athlon ii x4 635 2.9 Ghz
4 GB RAM
Ati Radeon 4200
750 GB HDD
250w Power Supply
