Question Windows 7 startup error

I have an old Dell optiplex 390 pc. It has i3 2nd gen, 2gb ram, 1tb hdd. I only use chrome & ms word 2007 on it. It works fine but occasionally, it gets stuck in boot loop. When I switch on the CPU, it never loads beyond the 'windows logo' & takes me to windows error recovery screen. I've tried many ways to solve it, like, startup repair, system restore, windows memory recovery, command prompt, even tried third party boot repair softwares. But nothing worked. Everytime, I have to a reinstall windows 7 afresh with a bootable media
This issue doesn't happen frequently, but, once in several months. I am sure I switch on the pc properly everytime. So that may not be the cause. Puzzled over what's causes it. Please explain me what might be the cause & some working solutions

Raw read error rate on WD drives should be zero. You seem to have a problem there.

Download WD dashboard and run SMART diagnostics test.

As to why the partition is empty ...
Did you format is by any chance?
May be file system got corrupted and was fixed by cleaning it.
Hard to tell.

Check BIOS settings and make sure fast boot is turned off.
This setting can cause data loss in some situations too.
