Windows 7 startup repair loop

Hello,

I have recently replaced a number of parts in my computer due to 2 hard drive failures. After finally putting everything together I installed windows 7 Ultimate. For the first few times it turned on but now it just goes straight to startup repair and says that nothing is wrong. I had this problem before so I reinstalled windows. I thought the problem was over because last time it only took one restart for everything to stop working.

I replaced the hard drive, motherboard, ram, and psu. The only things which remain are the gpu and the cpu.

Any help is appreciated. If a list of parts would be helpful I will post them.

gpu - Radeon hd 5770
Motherboard - ASUS M5A97 LE R2.0
Ram - Patriot DDR3 4GB PC3-10999 1333 MHz (two of them)
CPU - AMD Phenom 2, AM3+ socket, 2.8 ghz (I think, I know the least about the cpu)
Hard drive - Barracuda 2TB
PSU - SolidGear 850W Power Supply - ATX, Single 12V Rail, 140mm Nano Fan, Anti-radiation Filter, Short Circuit, Over Voltage & Over Power Protection - SDGR-850E
Also has a dvd/cd drive that I don't know anything about. I built this computer but I wasn't the one who bought the first round of parts (CPU/cd drive).
