Why Ultimate? What features of that are you going to use? Home Premium is good enough for most people. While I did not test out Ultimate, I did give Professional a spin and decided that I needed none of it's features so I opted to go with Home Premium.

With 1GB of RAM you will find that performance will be extremely sluggish which is why Starter is installed on it. The Atom is also pretty weak.

because i have a windows 7 ultimate oem disk with i got of ebay and have it on my desktop pc so i was assuming i could install it on the netbook with same licence key .. i have no idea why starter is installed its what came with it .. the perfomance isnt too bad tbh just would like to do a fresh install

The licence can only be used for one PC. Since you already installed Win 7 Ultimate on your PC, then Win 7 Ultimate is tied to the PC you will not be able to use the license for the netbook.

You can still install Win 7 Ultimate on the laptop, but it will only be valid for 30 days before Win 7 will ask you to type in a valid Win 7 Ultimate key.

The reason why Win 7 starter is installed on your netbook is because it only has 1GB of RAM. Microsoft recommends at least 2GB of RAM for the 64-bit version of Windows 7. I think Ultimate is only 64-bit. You can still try, but I will guess that performance will be a bit sluggish.
