Windows 7 USB Installation: Load Drivers | A required CD/DVD drive device driver is missing. Digital River download

I am trying to get windows 7 running on my computer installing via USB,
but i getting load drivers error

Things i tried:
switch USB to different USB port (2.0/3.0)
Re-Downloaded ISO file
Looking for my computers drivers (only in .exe)

Tried on two of my computers same result on both
(also the computer i am trying to get windows 7 ultimate on currently has no OS)

make sure you are not in USB 3.0 USB 2.0 should work.
