Windows 7 user account control problems

I built a computer with windows 7 a few months ago, and it recently started to not let me open programs with windows security shield beside them. when I open them and they ask for permission to run, acess the hard disk, etc.. i click yes and the window disappears leaving me with a dimmed desktop until i CTRL-ALT-DLT
And I cannot access features in the control panel with this shield beside it.

download the AIO Windows repair utility from tweeking.com and do EVERY STEP as the utility asks you to. sounds like you have a virus or a windows corruption. either way following that utilities' directions should give you a fair chance to fix it.
