Windows 7 will not open in safe mode

Windows pro will not open, even in safe mode. It will also not open in any other option in F8. I do not have a repair disk.
Can I install new OS? Windows 7 Ultimate?

Download the setup disk, run the setup. Many computers also have a recovery partition on the hard drive you can use to restore the system to like it was new.
