Windows 7 won't boot and....and f8 doesn't show Safe Mode option

I have a PC running windows 7 64bit and have been having problems with with "Memory_Mangement" and "PFN_List" blue screens. I went to start it today and it won't boot. I tried to boot into Safe Mode but f8 does not bring up a screen offering a Safe Mode option.

Is there any other way to get into Safe Mode... or are there any Repair programs I could download to a USB (using a different PC)?

Suggestions?

and see if that helps.
