Windows 7 wont boot from hard drive

Hello,
I installed a SATA Drive, installed W7U, and it will "Only," boot from CD? BIOS is set correctly, but after it boots I can remove the cd, and do anything (like a normal pc) untill I have to boot?

Sounds dodgy.

a) Legal Windows?
b) Clean install, or was there another OS on the machine?
