Windows 7 won't boot

My computer was working fine before vacation. I went on vacation and accidentally left it on along with the internet. I sent my neighbor over to turn off my computer via power button (very trusted, plus she old and doesn't even have a cell phone so there's no way she could have hacked or anything). There was a series of storms while away ( the computer was plugged into a surge protector). When I got home, I took the whole thing apart to get dust out and when I plugged it back in and it said "Reboot and Select proper Boot device or Insert Boot Media in selected Boot Device and press a key." I then changed the drives from AHCI to IDE, it didn't work so I went back to IDE, I put in my windows installation disc and did repair my computer then startup whatever and it found no errors, it then successfully loaded windows boot manager and when I clicked windows 7 my CPU fan sped up for a second then went back and the screen went black. So I went to reinstall windows and it is all GTP and it says I can format, I do and it still says GTP! PLEASE HELP!!
