So I turned on my pc and the windows resume loader screen popped up and gave two options: "Continue with resume" or "Delete restoration data and proceed to system boot menu" so I selected the second option and my pc rebooted and now when the system goes to boot from the hard drive it a line flashes a couple times down the side of the screen and will restart at the motherboard screen and repeat. I've tried changing the boot priority knowing it will go through all devices anyway. I'm a noob at owning a custom pc and have had the machine for a week. Help would be much appreciated. 🙂

Okay, You are POSTing which is good. You didn't say how many drives you had on board. If you have multiple drives onboard, unplug the ones that your are not booting to. I have two 1Tb Hdds for back up & Storage and 1 Tb SSD for my primary drive. When I did my upgrade and after bread boarding it and hooking every thing in. I had a similar issue, but different message, "Boot Manager Not Present". I knew that the thing was trying to boot to a Hdd and not the SSD, which wasn't even seen ( the power cable had gotten pulled loose ). Anyway, I got frustrated and just completely unplugged the two Hdds aand just left the Optical drive and set the Boot to the SSD as it was supposed to be. Problem solved.

I have only two sata drives plugged in, an optical drive and a hdd.

Ok. I just reread this and I think you should have taken the first option. Anyway, You said it was a custom build, you should have gotten the Windows Installation disk with it. If push comes to shove, you may have to do a reinstallation of the OS and drivers. Try that first option if you get the message again, before that, and see what happens.

I decided to reinstall windows i didn't have any important files on my hard drive anyway since i've spent less than a month with my new pc. I still have to get the version of windows i want anyway i decided just to use a copy i had laying around for now.

As long as it isn't an OEM copy that has been installed elsewhere you should be fine. If it is, it will not get activated. You may be okay until you get the copy of Windows you want as long as it doesn't take too long.
