Windows 7 won't detect secondary hard drive

Hello, I just build a computer for my dad for christmas. Everything seems to be working great, except that Windows will not let me see the secondary hard drive in "My Computer." I've looked at Device Manager, and it says the drive is working fine; however, when I look in disk management, it doesn't show up. Any ideas?
 
1. Go to Windows Explorer.
2. Right click on the "My PC" icon.
3. Click on the menu option that says "Manage".
4. In the system manager go to "Storage" then click "Disk Management".
5. It should show a list of available discs.
6. Right click on the disc you want to activate and assign a drive letter. Then you are done.
