Windows 7 won't install.

I just got a new hard drive because my old one went bad. I put it in my Toshiba Satellite and started it up with the Windows 7 disk and it does nothing. The screen sits there with a cursor blinking and the drive runs for a new seconds then nothing. I'm trying to install Windows 7 on a new hard drive, any help is appreciated. I can not get to the BIOS because there is nothing on the hard drive. My question is how can I install windows on the drive?

The bios setting WILL work with nothing on the hard drive. Guaranteed it will.

LOOK in your motherboard manual (download the manual from the manufacturer website)
This tells you how to open the bios settings.
Use the bios to "detect" the new drive, set the new drive to boot FIRST.
Then save the bios settings, and load the new OS on the drive.

Also, you might try plugging the new drive into a different drive port on the motherboard.
