Windows 7 won't let me boot because of a bad driver

Hello, thank you for reading.
There seems to be a difficult issue reguarding my PC. Whenever I try to boot it up, I get a Blue screen saying: "Run driver Verifier against any new (or suspect) drivers, along with several lines of more text. Booting into safe mode works, but trying to restore the system to a earlier date gives me the same error. First of all:
-Is it hardware or software causing the issue?
- What can I do to fix it?

just insert your windows install disk (make sure you have boot from disk enabeld in the bios) then select your language and it will come up with the install screen and in the bottom left hand corner there will be a repair my computer option try that and keep me posted

I have booting off the windows install disk, but I don't know which tool to use. I tried the startup repair, but it said it could not detect a problem

 
hmmm i thought startup repair might have found it but malware can mimic a driver error so download a recue disk and try that but it can be a number of problems such as ram or bad phisical sectors on your hard disk so there are things you can test
 

I think that the issue may be faulty RAM, I had some Blue screens earlier that may have been because of RAM.
I am running a memory diagnostic now. Would replacing the RAM Fix it?

 


The diagnostic said nothing was wrong. Is ram not the issue then
