Windows 7 Won't Shut Down

After usually clicking shut down or restart, my PC will go to the blue shutting off screen, but it never actually shuts down, making me hard-shut it off. I've given it time before to try to shut down, up to 20 minutes, but when I come back, the PC is brought back to the desktop. I am not going to do a reinstall of my OS, if possible.

Try opening command prompt in admin. Type MSCONFIG and hit enter. Click startup tab. Here you'll see a list of tasks getting started automatically when you boot up. Look for the ones related to the programs you installed and uncheck them. It won't hurt to uncheck everything except your antivirus program, but try just unchecking the ones related to the newer programs if you can. Then click OK and reboot. Your new programs will still run, they'll just take a second or so longer the first time you start them. If it doesn't work then you may need to uncheck more programs. This will allow you to find which program if any is hanging on shutdown.
I see so its the OS for sure. Scan for viruses and maleware first. Then open up command prompt as admin and run 'sfc /scannow'. Restart your OS once done.

Check all drivers that they are updated again as with damaged files the fixes may have changed things. Use ccleaner and advanced systemcare to clean the reg and scan for bad settings. Both are under popular downloads.

Dont forget a virus scan. Possibly use a usb tool boot to scan the system. Here is a good tool to creat any number tools to scan and fix software.

If sfc doesnt work then clean install is the only option.
 
try this when your in that OS that won't shut down.

run command prompt as 'administrator'

type shutdown /f /s /t 0 (that last character is a zero not a capital o)

nothing will be saved though so save any work and close your apps before doing this lol

Well then we have worked though everythimg but a dual boot for windows. If you have dual boot setup then you need to sacrifice Fast Startup and disable it, thus resulting in all Hard Disk partitions being unmounted when your computer shuts down. To disable Fast Startup you need to open Control Panel, click on Power Options, click on Choose what the power buttons do in the left pane, click on the Change settings that are currently unavailable link (and provide confirmation of the action of your password when prompted to by UAC), uncheck the Turn on Fast Startup option under Shutdown settings to disable Fast Startup and then click on Save change.
 
Just reading up on that shutdown command. It seems someone at microsoft has a sense of humour. The /t 0 parameter is setting when to initiate the shutdown command. For you, I set it to zero so it will shut down immediately. The number after the /t is the delay in seconds. It seems it can be set as high as 315360000.

So you could set that command ... leave the computer on, walk away, and it would shutdown in ..... like 10 years ha ha. I think my math is right.
 


That solves my problem - Why do i need to shutdown if I can keep my pc on FOREVER???!1111
 


I didn't wait the 20 mins to find out if it would restart or not, it just stood there at the blue shutdown screen waiting and waiting...
