Windows 7 won't start

When I power up my PC I get the BIOs screen then the screen goes black and the HD light goes dark. Is there anyway to get this thing running? If not, is there anyway to get the data off of it?

Need much more details about the issue, need system specs, when this started, what have you tried already.

You can easily get the data off by using an external drive enclosure, put the drive in the usb enclosure, copy the files from your user profile directory.
