Windows 7 won't start

Hello,, I have a Compaq HP Dual Core Laptop that runs on windows 7..I don' really know what happened but something is changed in my drive C that i cannot access it. And when I reboot my computer windows won't start, it only shows the logo on startup and then goes blank. When I tried to reformat it trying to re install windows, it stops on "setup is starting" and doesn't move on. Can anyone help me on this please?.

If you can access the bios you can see if the drive in question is listed first in the boot sequence and if not then make it the first option then you could see if it will load into Windows.
