Hello,
not responding error in windows and slowdowns. Have cleared all add ons and used system restore. Nothing seems to help get blue ring around curser,screen fades the not responding message in all sites.

Could be just about anything causing that to be honest.
I would start by checking your hard disk, then ram and work through the parts then software
