Windows 8.1 64bit is struggling to boot after a motherboard switch

So I moved my pc components to a new motherboard, and put my copy of windows 8.1 onto an ssd. The install was for "use with a licensed cyberpowerpc" as it says on the disk. I used the product key on the side of my old case, the one that came with the software, and it booted fine the first few times. I then installed all windows updates, and updated my drivers.

The problem occurs when I turn on the computer, it will sit at the booting screen indefinitely, or just go blank afterwards. I looked at another thread, and they posted saying their fix was to turn the pc off, unplug the power cable and the usb devices, then plug it all back in and power it on. This solved my problem, but it came back after powering it off again today. When I unplug my keyboard after this occurs, the lights on it will flicker really quick, like a surge of power goes through it after being unplugged.

I don't know what would be causing this, but I'd like some insight or a solution to fix what may be happening.
