Windows 8.1 and 10 lags

Hello. I have installed windows 8.1 in my computer!
Things I can do perfectly -
1. Play Games. (Most of them) which don't need more than 4gb ram strictly!
2. Run windows in safe mode!
3. Nothing else.
Things which lags/stutter -
1. When windows start even loading animation lags.. Windows take 2-5 mins to start!
2. Windows usage in normal mode is 40-50% always nothing running in background all applications use 3-4% some 8-10%
3. Can't use windows tools/software/listen songs/no movies (as sound lags in Windows! But not while playing any game)
4. Living in temperature of 35-42°c without AC and CPU/GPU temps are high.. CPU temp in normal windows with usage are 60-70°c 35-45% usage! GPU temp is 45-50°c
5. Generally GPU usage doesn't reach 90+ as CPU bottleneck but games like Sniper Elite 3 makes it rech 90+ that time GPU temp reaches 90°c or maybe more
6. Playing games like AC Syndicate. CPU temps reaches 90°c with 100% usage
NEED SOLUTION OPINIONS
PC SPECS -
Xeon x5460 stock 3.16ghz modded for LGA 775 socket
GTX 680 (Reference card) driver latest 382.5
4gb DDR3 1333mhz
500gb seagate HDD
Zebronics G41 motherboard
Corsair VS650
Deepcool ICEEDGE400_XT
CHEAP heat sink

PS. Tried installing win 10 but unsuccessful. Tried using other hdd with win 10 installed.. Couldn't boot. Tried latest old display drivers. Problem started after installing new CPU earlier i had c2d e7500.

 
CPU temps make it sound like you need a better heat sink/thermal paste.

Windows stuttering - what clockspeed is the CPU running at (perhaps MB is thermal throttling)? Are all the correct MB/system drivers installed? I've often found stuttering is more of a driver issue.

Suggest me a cheap thermal paste. Very low on budget.
3.2ghz I've mentioned stock!
I can't find drivers for my MB anywhere. System drivers? Where i can find em? And even while installing Windows it's stuttering. :/ only safe mode works :/

Can you confirm, via HWMonitor or something of the sort, that it is ACTUALLY running at those speeds?

Windows should have the drivers for a board of that age honestly. I wonder if something else is causing the issue - add-on card, SATA device, etc.

IC Diamond is a good, cheap thermal paste.

I tested other HDD but same output and yup I've seen YouTube video of same processor running Windows 8.1 without any issues. And no i can't confirm i formatted my PC a day before. :'( i don't have any other card installed except gtx 680.
