windows 8.1 boots only to "choose keyboard"

Windows 8.1 boots only to "choose keyboard" screen and then locks. Had been working ok since Windows 8.1 update but occasionally shutting down on it's own requiring reboot. Now just locks part way thru boot up with out ability to use keyboard or mouse.

I decided that no other solution other than create a bootable memory stick with 8.1 from another computer which then gave me access to booting problem computer with the stick and using system restore to an earlier date to get system back working. More effort than I wanted but it worked. I think original problem caused by a Windows 8.1 installation problem but who knows?
