Windows 8.1 Cannot Access Boot Menu

OS: Windows 8.1
CPU: AMD3 FX6000 series 3.2 GHZ

Problem: Ransomware was downloaded to my sons computer through a youtube link. The boot menu for 8.1 is completely disabled. Meaning the system boots normally, but during the boot process and pressing of the function keys is completely ignored. F12 is suppose to bring up the bootmenu, but will not under any circumstance.

Attempted Solutions: I've downloaded Hitman Pro to run through a USB drive through the boot menu. The program is ready to go accept I cannot access the boot menu no matter what I try. I've tried (from the user logon screen) clicking the restart button in the bottom right corner and restarting while holding the shift key. I can pull up troubleshoot problems"ONLY." When I choose to restart I'm given 9 options F1-F9 to boot the computer a certain way. Yes, I know this is a boot menu. However, the keyboard seems to become completely disabled and no keys (Function, NumPad, or general number keys) will select a menu option. (Enter Key) Also does not work in order to restart normally without a selected option.

I have searched every to see if someone knows how to get into the boot menu with the same problems as noted above. The OS CD also will not load the boot menu options because I cannot boot from a CD. I've tried every key combination know to access the boot menu to no evail. Can someone please help me with this problem. I cannot access Recover options, BIOS, Bootmenu, or anything else. I do not know what else to do.

Well I removed the SATA cable for the HDD from the MB however, it only gives the option to boot from a CD/DvD. I put the OS CD into the drive and it allows me to get into trouble shooting options. However, when selecting system reset, restore ect.... ect... it is unable to do so due to the HDD being unplugged. So I can plug the HDD back in but then I get a missing partition error or that the drive is locked and I am unable to restore the computer. Any other advice?
