Windows 8.1 desktop glitch?

http://i.imgur.com/19o6fWC.jpg?1 Computers only a couple weeks old. Really haven't downloaded anything besides my Steam games. It started happening after I plugged in a new monitor. When I change the position of the monitor in my monitor settings and change it back to where it was it fixes it until I restart it. Specs are: GTX 970, i5-4690k, 8gb of RAM, CX750m PSU.
I've scanned my computer for viruses and malware but have none. It happens whenever I highlight over something on the desktop.

Could be graphics card or monitor cable. Try another background. Could be faulty picture.

Try a system restore and choose a restore point before you plugged in your monitor
