Windows 8.1 Disk Usage in high 90%, random freezes (New Installation & hard drive)

Hey. My Windows 8.1 64 bit has been acting up since I replaced my corrupted HDD. I have been getting random freezes, commonly when an action is performed. Example: Right clicking, downloading, opening programs, logging in. I noticed that my Disk Usage is in the high 90s in normal mode. Safe mode does not freeze for me, and disk usage is always 0-2%. I have to open Resource Manager because in Task Manager, Disk is not a viewed option in the Performance tab. CPU, RAM, and WiFi are both at normal usage %. Whats the issue here?

I only tried it a few minutes ago, so I'm not sure if it will work, but it's worth a shot. Just make sure you disable the services through the properties menu, as well as stopping them.

Try the software avg pc tune-up, its got a trial version and will check&fix registry or disk fragmentation issues your computer might have.Also i will suggest to update windows 8.1 to the latest release which currently offers better optimization.Uninstall any third-party software, if your problem still persists let me know.
