Windows 8.1 Does Not Shut Down (Restarts Again).

Hi Guys,
I Have A Desktop PC With Windows 8.1 , Windows XP , Ubuntu 14.01 Installed in Multiple boot. When I shutdown Windows 8.1 It Closes Windows 8.1 but PC Power Light is on for 2 to 3 minutes and my PC Minitor shows no video input availble and then PC Restarts again. when I Shutdown from Windows 8.1 it loops back again. I have DISABLED Fast Startup (Hybrid Sleep)
option i Windows 8.1 so thats not the case. Even I have enabled basic OS selection menu so I can boot to Windows XP without restarting again.

Solution
I think it's worth running Windows System File Checker which identifies missing or corrupt files and replaces them. Go into the Command form and at the prompt, type
sfc /scannow
and hit Enter. It may take some time but might sort out whatever is running at Shutdown.
Press the Windows key and R together then in the command form that shows up, type at the prompt:-
shutdown /f
and hit Enter.

That should close anything that gets in the way of a clean shutdown so you get a fresh start when you power up again.

Bring up a command form again and this time, type at the prompt:-

powercfg hibernate off
and hit Enter. Windows hibernation is a suspect in these circumstances. Shutdown in the normal way and see what happens. If it still fails, the answer might be in the Task Manager.
 

I will do that but when shutting down for a fraction of second it shows a application running . application running in background thats preventing the shutdown then it force shutdowns and when it shut downs bsod appears telling IQLR less or not equal and some .sys file at end then restarts again.
My motherboard is asus.
I cant reinstall. I can change system files through Ubuntu.

Solution
It shows up on my page as you having selected the Solution at 08:37 GMT+1 today. If you don't wish that to be the Best Answer you can deselect it or I will do it for you.

If the suggestions I made didn't work, try what Helpstar has said but if it still fails, I think you may need to reinstall Windows from a fresh ISO download at Microsoft's site.

Before you take that step, remove the hard drive and take your personal data off it. The disk inside may be flawed so it may not be adviseable to use it for the new system.
