Windows 8.1 freezing with sound loop and then needs hard reboot.

Its been happening for a bout a week now and i can't manage to figure out what it is. my pc will freeze and loop sound from the past couple seconds for about 5 seconds. So far its been random but mostly happens when playing games but sometimes when running chrome. i have done a clean install of windows 8.1 but it still happening. i have checked temps and they are all fine.

anyone else had anything like it?

my specs are:
CPU: AMD 6300
Storage: 1TB HDD and a 120gb SSD
Ram: 8gb HDD
GPU: GTX 970

Im having right the same thing...while in chrome or playing it freezes and the sound goes on(sometimes the sound freezes too)
I have AMD FX 6300 and 4gb ram
