Question Windows 8.1 Installer Wont let me Make Bootable USB

Hey guys, so the title pretty much says everything. I downloaded the windows 8.1 installer, and after the download corrupting 3 times, it finally worked. I launched it and it asked me to enter my product key. Weird, but I entered it, accepted the terms and conditions, then it wanted me to start downloading it to my computer. I never got the option to create an installation media. Anybody know why?
 
I would skip Windows 8.1 and try to create a Windows 10 USB. The free upgrade supposedly ended a couple years back, but the last couple of systems I've messed with it was still working. In fact my new ryzen system at home, I had a boxed copy still sealed of the Windows 8 upgrade from a few years back that I bought.

I booted straight from a Windows 10 install USB I'd created, and the setup accepted the product key and activated. Provided you have a legit license for 8.1, I would try doing that and skip 8.1 altogether.
