Windows 8.1 Login Background

So guys, I just reinstalled my windows 8.1 but there is one background screen that I can't find where to change it.

IT DOESN'T ANSWER MY QUESTION

My question is about the LOGIN BACKGROUND!

The windows Login page is the page where you type your password and it has your profile picture.

press Ctrl + L to go to lock screen and click on it so the Login Screen can appear

QUESTION:

My login page just has a solid color as background, does anybody know if it's possible to change it to a picture?

I'm still looking, but have not seen anything other than to change it to a different single color background.
