Windows 8.1 OEM

I am going to buy a Windows 8.1 OEM version for my new pc build. I have heard that this is illegal, is this true? If it is true what are the risks to still installing it for personal use.

You can buy the OEM version legally if you are assembling a new computer. Most pc stores will sell it to you if you are buying MB and cpu for example. OEM means No Support from Microsoft, though
