Windows 8.1 Pro Multiple Activation Key (MAK) "We couldn't verify the product key. Please check your installation media"

I am working on a fresh install of Windows 8.1 for a second license with a Multiple Activation Key (MAK). The first clean install worked flawlessly and the second clean install returns the error message "We couldn't verify the product key. Please check your installation media." I am 100% sure the key is inputted correctly and also 100% sure it has not been used a second time already. Would you recommend calling Microsoft to assist?
