Windows 8.1 question

Im preparing to build a micro atx build. Is UEFI required to use windows 8.1 or can I put the OS on a Asus m5a78L-Mlx plus with a normal HDD, Which doesn't have UEFI.

No. You can install Window 8.1 with Legacy mode or UEFI mode.

You change the settings in your BIOS before installing. Normally it is automatically selected for you by default once you boot your pc up before.

So I wont have to do anything out of the norm? Just build and boot as normal?

You can check if you want but Window 8 will install in what mode the motherboard is boot up as.
