Windows 8.1 Read Only ALL HDDS AND FOLDERS EXCEPT: SYS32 | Windows

Read only is stuck in a square box and wont change.

I have tried everything from cmd commands, right clicking the drive and unchecking the box, new permission groups with proper permissions, Formatting, even registry edits. NOTHING WORKS!

BUT Before i reinstalled this OS i installed an encryption software that encrypted every single HDD and even the OS HDD. I used a USB Key and a 32 Char Password. I forgot the password and the back up USB Key failed right away. So this could be 1 issue. This is causing issues for many games and mod launchers like Fallout4, Skyrim, GTA V, 3DsMax Etc.... The games still run but most of the time configs like graphics settings and ini edits by the game even when ran as administrator.

THIS ISSUE DID NOT OCCUR BEFORE THE SHODDY ENCRYPTION SOFTWARE

This is not a virus since this HDD issue was there right after the reinstall.

Is it because i encrypted the HDDs?

If it is an os issue im heading straight for Win7 asap. Windows 8.1 is very shoddy but does work for now until some extremely amazing OS comes out that supports windows games.

If what I suggested will not work, you may want to consider trying to back up the data to another drive and format over literally everything (and make sure you delete ALL partitions and overwrite them, if you don't you will be stuck with that encryption still in there). I just don't see any other way around this, as since the encryption link is already broken, there really is no way to get it back.
Clearly im on ALL of my drives using my PC right now. I formated the drives so how could there be 1s left after my 0 day format?

If it was still encrypted then how am i able to use all 4 drives?

Im currently doing

icacls E:\ /grant Username:F

on all drives except C: is this relevant or should i not even bother

Didnt i already mention that i have done all and any permission edits?

 
Tried that method again and it did not work... Still puts that square in there

EDIT: yes i know that square also means subcategories or what ever, basically it means its not all the way on.
 


Tried the method in my post? If you scroll down in there, there is an alternate version that might work. If neither one works, I mean that really doesn't make sense.

What you're running now I don't think will do it for you.

Again could all be moot because of the encryption software. What brand and software was it?
 
DiskCryptor is the software i used. like i said SHODDY... It was open source. If you still are wanting to answer this i would be very grateful.

If you are wondering why i crypted everything is was because if the authorities were to get ahold of this PC and attempted to open files or run the os it would 0 day format everything.
