Windows 8.1 recycle bin not deleting files

I was just wondering,
I found a virus in windows 8.1, I thought deleting it by the recycle bin will get rid of it, but the anti-virus detected it in the recycle bin, does that mean that it doesn't delete the files you throw in there even though you empty it?
I deleted the virus using the anti virus

No, to fully delete the files in the bin you need to empty the bin. Until then they are still on your computer, just in a compressed form and able to be restored. Until you empty the recycle bin, the files won't be fully gone.

As for the virus, its best not to delete them like that. Instead, if you suspect a virus, get your antivirus to scan it (or your whole system) because moving it manually may cause it to spread - you never know whats exactly in the file.

I removed the virus with windows defender, but I still don't know why it was detected and I emptied the recycle bin
