Windows 8.1 Repair Loop

After logging on today (having been away for a couple of days) the computer locked the upper bar of my programs (minimize, close etc). I tried to get into the start menu to have a look what was going on and then it froze. After a hard reset I am now stuck in a loop.

Initially the PC will tell me that error 0xc00007b is stopping it from booting. Then it will go into repair mode, and from there it will loop and I can't do anything to sort it out.

I've tried looking at the logs it produces, but it only states that Windows doesn't know what the problem is. I can boot in safe mode and from the disc, however I can't use restore points or refresh, they just return error message.

I'm at the end of my tether, and would rather not have to go through the trouble of completely restoring Windows. I can get it to work in safe mode which leads me to believe there should be a way to get it to boot normally.
