If i buy a cable will i be able to get my files from it to another disk and reinstall windows?
If you can get into Windows then yes. You can buy an external harddrive or USB drive and move files over to a new PC.
If you have the Windows 8.1 Installation Media you can access

In Advanced Startup Options you can do numerous things. One of them that I suggest you try again is
chkntfs /x c:
To do that go to TroubleShoot>Advanced options>Command Prompt. Then run that command again. Then restart.
If that does not work, retry and go into Advanced options again and you will also see System Restore. System Restore will allow you to load up an older version of your PC. If this works you will have loaded an older version of your files. So if it restores to last week then you will have all your work up to last week.
It's not great but it might allow you to get into your PC.
Also note that to run the Installation Media you will need to change the boot priority order in the BIOS so that the media is first to boot.
If you don't want to try that then you can reinstall Windows anytime but you will lose your files and everything else. I suggest you fix the "scanning and repairing..." first before you try any of that.
