windows 8.1 slow internet

i recently updated my OS from windows 7 to 8.1, everything is fine except that i see a huge decrease in the internet speed.
i used to get close to 4mbps on downloads, now i cant even browse a page without swearing, some one please help? and yeah i am using a Wired connection

network adapter is realtek pcie

Have you tried to see if there is an updated 8.1 driver for the network adapter?

The card may be running off windows drivers, which may explain the slow speed?
