Windows 8.1 stuck in install loop?

Hey,I built my first PC and in BIOS i set it to boot from my USB(where windows is),it gets about halfway through the copying files and stuff and then the computer restarts.When it restarts it brings me back to the setup where i have to choose the language and partition HDD.On the HDD that im installing it on,i noticed that about 10GB is missing so some of windows is on it...Should i try installing it again?

it sounds like it booting back into the usb drive. have you tried removing the usb drive during startup?
