Windows 8.1 stuck on initial boot up screen

Hi guys

I installed windows 8.1 clean on a new external drive. I tried to boot up and selected the drive in the bios.

The windows logo appeared with the spinner below it like usual, but it has been spinning for very long now and is not moving on to the initialization...

Anybody know what I might be doing wrong?

If you have windows 8.1 enterprise edition there is a feature called win to go to make a portable boot disk. but wintoflash method works fine if you do it correctly.
