windows 8.1 stuck on the boot loop

i have my acer laptop windows 8.1. And i cant access the reset page. it's just stuck on the booting loop. the (F) keys doesn't work at all.. what can i do??? i even tried to boot from a usb and cd but didn't work..

keep trying to boot repeatedly . Eventually it may work out theres a need for more options
