windows 8.1 stucks on diagnosing your PC

Please help me . yesterday I do force shut down my PC because it hang when i copy something from DVD But when I start it today I found that its not starting up first it says preparing automatically repair then a screen with diagnosing problems comes and it will take 10 mins to complete and then it says that windows couldn't start correctly.. Bla bla and there is 2 options down there restart because that msg says that restart might fix this problem when I hit restart it will automatically loads up the same screen of diagnosing your PC what the heck is wrong with my PC and when I select advance options in that restart page then it hangs again .. Actually firstly PC shows me the error msg that go to boot < csm compatibility support module and select options from there .. I have Asus mobo.. Plus I can't boot my windows DVD .. I select first boot and second boot device as DVD ROM but I Dont know what the heck is happens with my PC it automatically gimme the same diagnosing problems screen please help me I really need help..

I mean that I cannot install new windows too.. Cuz my PC doesn't show me any thing like .. " press any key to boot" after inserting windows DVD ..
