Windows 8.1 Tablets - 10 point multi-touch Apps?

My little brother is doing a report for school and is hunting for an app for Windows tablets that features 10 point multi-touch. I told him Id find something for him and Im stuck. Anyone know of anything through personal experience?

I quite like the base model of the Surface directly from Microsoft, do you have a budget you are looking at?
