Windows 8.1 trouble getting past ASUS Boot repair screen

Q501L notebook PC Intel i5. Win8.1
Friend said it got a Ransom ware type thing From a Amazon Image.
It is now stuck on the ASUS Blue Boot Repair, It asks for a password
yet I enter the Windows password and the system just reboots.

If I try to use the system refresh in the BIOS screen it states that There
is no Administrator account.
I made a boot disk and it will not even boot to that asking for a Administrators
password.

The BIOS is clean of Passwords .. NONE are set anywhere.
How in the heck can I fix this please?
 


I think you are confusing the BIOS with the Windows Advanced Startup Options
As far as I know there isn't a "system refresh in the BIOS screen"
I think your Windows admin account was removed somehow.

If you are asked for a password before Windows boot then you have a BIOS password set.

There are 3 different passwords you could set in the BIOS
Administrator password: without it, you won't be able to enter BIOS or boot.
If you are able to enter the BIOS then the password is not set. It can be reset.
User password: without it, you could boot but you won't be able to change BIOS settings.
If you are able to enter the BIOS and make changes to it, then the password is not set. It can be reset.
HDD password: without it, you won't be able to make changes or access the HDD data. It cannot be reset.
