Windows 8.1 using 90-95% RAM whilst Idle

I was playing a game on steam earlier, and I was called on Skype by my friend. Upon receiving this call, I tabbed out of my game to accept the call, but as soon as I tabbed out of the game, my computer completely froze up. My desktop completely froze up, not allowing me to close my game, not allowing me to accept the Skype call, nor allowing me to close Google chrome, which was running in the background. After about 20 seconds, it cleared up, but ever since then my computer has been running extremely slow, and I checked task manager to see that whilst running idle, with nothing open besides task manager itself, i'm using 7.5~ GB of ram. It's reaching the point where doing basic tasks like web browsing is extremely slow and unbearable. How do I undo this and reduce the amount of ram i'm using whilst idle?
 


I've ran a scan with both malwarebytes and AVG (full system scans) and neither have found any threats or infections. Still running at around 7.5/8GB usage of my ram whilst idle. Any other ideas?
 
I had the same issue many years ago on windows xp . I connected a usb in my pc which was full of viruses. Then after i restarted the pc there was an autoplay virus in my drives and the ram usage kept increasing. From the task manager i checked which program was using ram but when i closed the program everything was normal then after 5 to 10 sec ram increases again and another program was using it. Repeated the whole process and again the same result. Then I got rid of this problem by instaliing a new windows.

maybe u should install or repair the windows or use ram space freeing software.
