Windows 8.1 virus uninstall help

Hello
I got a virus called plus HD. I have scanned for it in numerous antivirus programs but the only ones that showed the virus were the ones that weren't free. I have tried Malewarebytes, Bitdefender, and some other ones.
So, my question to you is: Is there a free way to get rid of this virus.

EDIT: I have also used Windows Defender.

by re-install windows do you mean to just like put the disk in and install it or is there an easier way to do it?
