Windows 8.1 WebCam doesn't work in websites. Help?

It doesn't work. People said i need to update it, but there is NO updates. It's up to date. Actually it's working on skype and changing profile picture, but not on websites like Retrica, Omegle. I need help!

Looks like Omegle uses Flash. Is this installed and up to date

If it works everywhere else it should on websites . If flash is installed
