I just installed 8.1 on my Dell Inspiron n4020. The first time it booted I had limited connectivity, so I googled it and found out that I needed to change my driver software from the Device Manager. I went from Broadcom 802.11n to Broadcom 802.11 Multiband Network Adapter. So I thought all was fixed, I had my full 15Mbps connection and all. Well, as it turns out, any time I close the laptop or shut it down and turn it back on, I'm limited to 2mbps. I tested on my other devices in the house, and they all get at least 15Mbps when I'm only showing 2Mbps on this PC. I can recreate this problem at will, and I can fix it every single time by going into Device Manager, choosing to use the original Broadcom 802.11n, then switching back to Broadcom 802.11 Multiband. What could be causing this issue? I like windows 8.1 so far, a big change, but it's growing on me. I really don't want to go back to 7 over something that may have a simple fix.
