Windows 8.1 will not go into sleep mode

Upgraded to Windows 10, then reverted some days ago after frequent problems with explorer.exe (taskbar would dissapear and the like).

Had some problems with GPU drivers after that, but I wiped both AMD and Intel then installed latest. Everything has been good since then (games run perfectly, etc)

Problem: Can't get PC to sleep. Recall I had this problem when I bought it, but I am 70% sure I solved it by leaving homegroup. Laptop screen turns off instantly when sleep is requested (either via OS or power button). But Power light stays on, as does WIFI. HDD blinks every now and then. Problem occurs if I put PC to sleep after and before logging in. Only difference is that if I do it before logging in, HDD light blinks less frequently.

Things I have tried:
1) Device manager to check if any network adapter is allowed to wake, no.
2) Ran Performance Monitor, no problems showed up.
3) Power troubleshooter, neither.
4) Energy report through cmd, some errors but all say explicitly that they are not waking PC.
5) Command on cmd to check which devices are allowed to wake PC, none are.
6) Leaving Home group, disabling media share, and some setting which allows it to keep PC awake.
7) Disabling fast boot (only thing that shows up related to this problem and my laptop model on google)

Have given the laptop 8 hours, at times, to see if it ever sleeps. Only way to get it out of that state is to hold power button (hard shutdown) (ie it does not WAKE either)
 


I don't have Samsung Magician.

Don't know how to check that on task scheduler but

Should have said this from the start but energy report shows error that when googled seems to be related to sleep issues

PCI Express Active-State Power Management (ASPM) has been disabled due to a known incompatibility with the hardware in this computer.
 


Everything is up to date...I've updated BIOS, chipset and gpu in the last few days.
